Regular Council Meeting Minutes August 8, 2022
Meeting Called to Order by President Sandman at 6:00pm.

Zoning Administrator: Rosemary Naulty, absent.
Planning Commission: Wilde/Naulty, absent.
County Commissioner/Fire Chief: Tim Markey reported the County has put out a survey requesting input on spending their ARPA funds. They had issues getting the survey to Villages, but that is being corrected. Recent election resulted in all county millage requests being approved. The county is working on 2023 budget. Commissioners agreed to support Ironman 2022, which will be held on September 11. Benzie County EDC/Brownfield Authority is recommending the County partner with Cherry Capital Commission to assist in applying for grants, etc. The EDC/BRA is also recommending to the Commissioners that the County hire a broadband project manager to oversee broadband expansion in Benzie County.
President Sandman requested Commissioner Markey push for use of county ARPA funds to help offset costs to local municipalities for Planning and Zoning since the county did away with P/Z assistance at the county level. Homestead Fire Dept will be holding extra training sessions with the four new firefighters. July was quieter, with less runs recorded. They will be assisting with the Ironman race.

Incoming:
- FOIA request, Harold Saffron. Ward responded to FOIA.
- Ken Ford chose to read his correspondence into the minutes. Item #1 is a formal grievance against the property located at 10828 Platte Street in the Village. Property is an eye sore that needs to be addressed soon. His letter will be forwarded on to our Zoning Administrator for follow up. Item #2 is a letter of appreciation and recognition of the work of Jake Leone. Ford recommends the Village permanently retain him in this position due to his work ethic and attitude.
- Ed Fay wrote requesting the Village consider installing signs cautioning drive for wheelchair use in the area. Motion by Ward/Sternburgh to approve up to $200 for five signs to be placed as needed. - Clerk had inquiry as to whether the Village was considering a dog park. She will let them know about upcoming HARP meeting (see Announcements).

- Approval of USDA form 440-11 draw request (Wastewater Treatment Construction Project) Motion by Ward/Sternburgh to approve signing/submission of USDA form 440-11 draw request. Roll Call: Ayes; Sternburgh, Denoyer, Perri, Sandman, Ward. Nays; none. Motion passed.
- Ninety-day review/pay raise for Christian Leone. Council has had all positive feedback on Leone. Motion by Ward/Denoyer to increase Leone pay by $1.00 per hour. Roll Call: Ayes; Ward, Perri, Sandman, Denoyer, Sternburgh. Nays; none. Motion passed. Nays; none. Motion passed.
Reports:
- Maintenance Report – Durkee/Leone, written report submitted. Construction has begun on WWTP. Will need herbicide for duckweed, and fertilizer for irrigation fields. The village needs to order a gate to close off Stacy Alley near new apartments.

Note: There is a brief meeting scheduled for 10:00am Friday regarding televising of the sewer lines.
Note: Heard there may be a electrical delay at new apartments. Possibly no service until January.
- Street Administrator – Durkee/Leone, written report submitted. Drainage ditch on Riverside Drive cleaned out. Continuing work on cold patching, sidewalk cleaning and edging. New radar speed sign installed at Honor Plaza, will move it around to different areas within the Village. Resident requested maintenance check tree limbs hanging over street light wires near his house.
- Ordinance Officer – None.
- Park Committee – Reed, Maintenance is doing a good job at the park, thank you.
- Sewer Committee – Ward, WWTP construction has begun.
- Budget Committee – Sandman, no report.
General Discussion:
Public Input: Andrew Smith introduced himself. He is running for open council seat in November.
Resident thanked council for getting ditch on Riverside Drive cleaned out and requested they put it on a regular schedule.
Announcements: HARP will be asking the public for input on the next phase of the Platte River Park. Meeting with be held at the Gathering Place August 25, 2022 at 6:30pm.
