Minutes – 11-9-2020

Village of Honor       Minutes         Nov. 9, 2020

Meeting called to order at 6:00 pm

A. Pledge of Allegiance: led by President Ward

Roll Call by Madame Clerk Debra Reed. Trustees Doug Durkee, Dennis Sternburgh,  Susan Leone, Treasurer Maryanne Goodman, Rosemary Naulty and President Ward present.  Rick Fast Absent 

 CGuests Recognized: There were four guests in attendance.

I. Approval of Agenda:  Durkee moves to accept agenda as amended. Second by Leone.   Motion carries 4/0.

 II.  Approval of Minutes from Sept. 14, 2020. Motion by Ward, second  Sternburgh.  Motion passes  4/0 

Approval of Minutes from Oct. 12 , 2020. Motion by Leone, Sternburgh seconds  Motion carries 4/0

III. Presentations:  None

IV. Public input – Sherry Taylor verifies the procedure for installation of newly elected Village officials

V. Treasurers Report – Treasurer’s report presented by Mary Goodman. Motion to accept made by Durkee, Second by Sternburgh  Roll call vote passes 4/0             

VI. Old Business: Clarification that  Payment in Lieu Of Taxes (PILOT) Ordinance 48 is and ordinance, not a resolution

VII. New Business: None

VIII. Reports:    Maintenance/Street administrator- Read by Durkee. Council questions Butch Adkins statement that our Holiday banners are too worn to put up. Consensus of the meeting is that the ones in the best condition should be put up. Leone volunteers to look at damaged banners and repair if possible. 

DRAFT  

Zoning/Planning – Naulty explains that the PUD submitted by Homestretch Housing was based on the 2006 Zoning and not the July 2020 revision. Zoning commission will deliberate on changing the zoning of the three lots to R-2 , a change necessary for the PUD to be considered. Jon Stimson stated that Homestretch has been able to extend their funding through Spring 2021.

Park Committee –

Attorney Communication –  

Ward phoned Tom Grier to investigate the procedure for the possible transfer of Village owned property to be used by Homestretch for parking for the proposed townhouses.

IX. Bills/ Checks – Doug motions to accept report as presented, Leone seconds. Roll call vote, motion carries 4/0. 

X. Amendments – none

General Discussion- A certificate in Recognition of years of service to the Community was signed by Council to be presented to Richard Fast

Public Input- Sherry Taylor shares news of Benzie Co. Landbank sales of $304,000 and the reserve of two parcels the Michigan DNR wants but is not able to purchase at this time. Esch Rd. will be repaved with a portion of the cost being provided by a grant. Platte Twp. will be developing an off-road motorcycle trail. A life saving device with the acronym EMILY has been donated to the National Park by the Coast Guard. The Ironman Triathalon will be held in Benzie County on Sept. 11, 2021. Jon Stimson states that SEEDS will be seeking a 2% Tribal Grant

Correspondence- 

Package of information from FEMA concerning new Flood zones and insurance. Ward will look into how it may effect property in the Village. 

XIV.  Adjourn- Motion to adjourn made by Sternburgh,  Durkee  seconds. Motion carries 4/0. Meeting adjourned at 6:57 pm.
